    India's premier medical institution - All India Institute of Medical Sciences (AIIMS) - has expressed its inability to provide requisite treatment to poor patients including significant surgeries due to paucity of funds.
    In an affidavit filed by D. K. Sharma, Medical Superintendent at AIIMS, before the Delhi High Court, the institution puts the blame on the government saying funds allocated by the Centre to the hospital are not even adequate to procure general articles including cleaning material, linens and stationary.
    In the affidavit, he also advocated for setting up funds especially to facilitate medical treatment for the underprivileged. Sharma stated that it is the duty of the Centre and state government respectively to frame and approve the new policies to release funds for free treatment to the underprivileged.
    "Fund received from the Government is not sufficient to perform high-class treatment and expensive surgeries at AIIMS It must be noted here that it is the duty of Centre and state government respectively to frame and approve the new policies by which huge fund will be released through which the high class treatment and expensive surgeries can be performed at AIIMS," the affidavit says.
    Sharma further mentioned in the affidavit, "Non-plan budget of the hospital used for procurement of material and supplies including medicines and surgical items etc for the hospital inpatients is barely sufficient to ensure procurement of general use items (cleaning material, linens and stationary) and common emergency medicines for hospitalised patients."
