Help solve a mystery! Recognize this name?

A book on Indian classical art recently came out of the estate of an American gentleman who was very high up in the US State Department (an ambassador and special envoy). Inside, it is inscribed to him by someone with an Indian surname. Unfortunately, I can't make out the name. Since many of the other books in the gentleman's library were inscribed by heads of state, ambassadors and other famous people, I was hoping that someone here might recognize the inscriber's name. I've cross-posted this to the "politics" thread, since I don't know if the inscriber was a political figure or a cultural one. I'd be grateful for any information.
