    Shimla, Dec 19: Voting in the second and last phase of elections to the crucial 65 seats in Himachal Pradesh Assembly began at a slow pace on Wednesday. Low voter turnout of about 10-15% was witnessed in the first three hours of polling.

    From 8:00 am to 11:00 am, approximately 10-15% of voting was recorded at 5,946 polling stations spread over 10 districts of the hill state, sources in the state Election Commission said.

    Due to morning fog and winter chill, low voter turnout was seen at the polling stations, but it is expected to pick up as the day advances.
