  • Nasscom prepares draft for new IT and Software Act in INDIA

Nasscom is in the process of finalising a draft on amendments to the IT Act and Contracts Act to ensure cyber security in India.

The association will be ready to approach the government with the draft in two months. Nasscom president Kiran Karnik said it was critical for India to have cyber security laws in place. “There is no requirement for a fresh legislation. A few amendments to the IT Act and Contracts Act will be enough,” he said.

India has emerged as a preferred destination for IT and Software outsourcing. As a result, critical databases pertaining to individual health records, credit card and income tax records are coming to India. “We would like India to be a safe deposit vault for the IT segment,” Mr Karnik said.

Apart from cyber security, other issues that are critical to growth of IT are infrastructure and human resources. Mr Karnik urged the government to enhance infrastructure like roads, airports and urban amenities to attract more IT investment.

On the HR side, he conceded that there was a huge gap between demand and supply of employable professionals. “The recruitment rate in the BPO space is about 8%. This means that eight candidates in every 100 get selected for a job,” he said.

Mr Karnik, however, said an anti-poaching agreement and other restrictions are not feasible. The alternative is to increase the supply of employable individuals and to tap small cities with a big talent pool.

“We have noticed that many individuals prefer to stay near home in small cities. We are encouraging companies to look at centres like Vizhag, Jaipur, Coimbatore and Chandigarh.

This will help companies cut their costs as realty is cheaper, and spreads the spinoff benefits of IT better,” he added.
