BSNL has started broadband but download is limited.

    How is download measured?

An average web page has some 100 or more KBs. So even if they offer 1GB download/upload a month this is not really very much and very soon you have exhausted your quota and are unwittingly paying for extra download time.

This is hardly transparent--at least that's how it seems so to me.

Perhaps someone can explain how downloading is calculated and whether 1 GB is sufficient for a user who spends a couple of hours daily on the net.

    Hello
1 Gb is a quite high amount of download and very much enough for a person who spends only few hours on net.allthough what I understand of BSNL broadband connection is that they are giving 128 Kbps speed for unlimited amount of data download.
