  • 2020 Delhi Legislative Assembly Election

    Legislative Assembly elections will be held in Delhi on 8 February 2020 to elect 70 members of the Delhi Legislative Assembly. The current AAP government led by Arvind Kejriwal will dissolve on February 22, 2020.

    Delhi Assembly Election 2020 will be a three-cornered contest this time between the ruling Aam Aadmi Party (AAP), the BJP and the Congress. Present Delhi chief minister Arvind Kejriwal-led AAP saw a thumping win in 2015 Assembly elections with the party bagging 67 seats, leaving just three (seats) for the BJP.

    Stakes are high for the BJP as it has failed to make a comeback in Delhi since 1998. The Congress, which formed three consecutive governments in Delhi under late Sheila Dikshit, can practically claim victory if it dampens BJP’s chances of return to power in Delhi. Despite officially saying that it is contesting to come back to power, every Congress leader in Delhi knows that their claim is unrealistic given the ground strength.

    Even in terms of vote share, it is totally surprising how Delhi's voters behave very decisively and one sided in different elections. The AAP had 54 per cent of votes in Delhi Assembly election in 2015 but the vote share reduced to 18 per cent in the 2019 Lok Sabha election. On the other hand, the BJP's vote share in 2019 Lok Sabha jumped 25 per cent from the 2015 Assembly election.

    86 per cent of the total respondents said they are either fully satisfied (53 per cent) or somewhat satisfied (33 per cent) with Kejriwal. This satisfaction level not only comes from the Arvind Kejriwal's personal popularity as the chief minister but also comes from the benefits of the different welfare schemes like free water charge, low price of electricity, implementation of Mohalla Clinic and improvement in school infrastructure, etc.

    However, the fight for the Delhi Assembly election 2020 is not very easy for the AAP if we look the declining vote share of the party after the 2015 Assembly election.

    Ex-Delhi Youth Congress President Jagdish Yadav joins AAP



    Former Delhi Youth Congress President Jagdish Yadav on Saturday joined Aam Aadmi Party (AAP) in the presence of CM Arvind Kejriwal and MP Sushil Gupta in New Delhi. He had served Congress as a part of the Delhi Manifesto Committee and Election Committee. He had also been the chairperson of the OBC Commission in Delhi. He had contested the Delhi assembly election in 2015 from Rithala constituency on Congress' ticket but lost to AAP MLA Mohinder Goyal.

    Yadav joined AAP ahead of 2020 Delhi Assembly polls, which will be held on February 8. The counting of votes will be done on February 11. According to the Election Commission's record for the Lok Sabha election 2019, a total of 1.43 crore voters will poll to elect the Members for Delhi's Legislative Assembly in 70 Assembly constituencies.

      Big Move By Modi Government! State Bank Of India To Sell Electoral Bonds Ahead Of Delhi Assembly Elections 2020



      SBI Alert: The Narendra Modi Government has entrusted State Bank of India (SBI) to sell Electoral Bonds from 13th January 2020. The Ministry of Finance issued the notification in this regard just ahead of the Delhi Assembly elections 2020. The largest Indian commercial bank would sell and encash Electoral Bonds from January 13th to 22nd, the ministry's statement said. This would be 13th such sale of Electoral Bonds since its inception in 2018. These Electoral Bonds will be sold through 29 authorised SBI branches and the parties can encash them through an account with SBI.

      The Ministry of Finance announced about the decision through a statement citing, "As per provisions of the Scheme, Electoral Bonds may be purchased by a person (as defined in item No. 2 (d) of Gazette Notification), who is a citizen of India or incorporated or established in India. A person being an individual can buy Electoral Bonds, either singly or jointly with other individuals. Only the Political Parties registered under Section 29A of the Representation of the People Act, 1951 (43 of 1951) and which secured not less than one per cent of the votes polled in the last General Election to the House of the People or the Legislative Assembly of the State, shall be eligible to receive the Electoral Bonds. The Electoral Bonds shall be encashed by an eligible Political Party only through a Bank account with the Authorized Bank."

        BJP Announces Selection Committee


        Bharatiya Janata Party (BJP) has announced its election committee for the Delhi Assembly elections on Friday. The list announced by the BJP included the names of a total of 15 people, the top one being Delhi BJP unit president Manoj Tiwari. The names of all 7 MPs from Delhi have been included in this list.

        Along with this, the names of National General Secretary Anil Jain, National Vice President Dushyant Gautam, Rajya Sabha MP Vijay Goel have also been included. The 70-member Delhi Assembly will be voted on February 8, while the results will be released on February 11 by counting the votes. The term of the current Delhi Legislative Assembly ends on 22 February 2020.

        Meanwhile, the first list of Congress candidates for the Delhi Assembly elections will be released on Sunday after the Congress Chief Election Committee (CEC) meeting on Thursday. Giving information to the media, the senior party leader said that after the discussion during the CEC meeting on Saturday, the first list of candidates will be released on Sunday, in which about 2 dozen names can be included. BJP is currently focusing on its campaign.

            The Delhi Election Commission has organised a special awareness campaign for the voters in about 30 Assembly constituencies to ensure wider participation of voters. As per the official data, Out of 70 assemblies, there are 30 constituencies where voters turn out was reported low during the Lok Sabha Election 2019.

            The general public has been explained about the importance of voting through Street plays on the theme of 'voter participation' and 'functioning of Electronic Voting Machine (EVM), Voter Verified Paper Audit Trail (VVPAT) was performed during the event.

              All You Need To Know About Polls In The National Capital



              The Election Commission of India (EC), on January 6, announced the polling schedule for Assembly elections in Delhi.

              With the announcement, the Model Code of Conduct (MCC) came into effect in the national capital territory.

              Tenure of the current Delhi Legislative Assembly will end on February 22.

              The election for all 70 Assembly seats will happen in a single phase on February 8 (Saturday). Counting of votes will happen on February 11 (Tuesday).


              Important dates to watch out for in Delhi:
              1. Issue of notification: January 14
              2. Last date of nomination: January 21
              3. Scrutiny of nominations: January 22
              4. Last date of withdrawal of candidature: January 24
              5. Voting: February 8
              6. Counting of votes: February 11 (begins at 8.00 am)


              Reserved seats

              As many as 12 seats have been reserved for Scheduled Castes (SCs). No seat has been reserved for Scheduled Tribes (STs).


              Voters and polling

              According to the draft election roll, Delhi has over 1.4 crores, eligible voters. Out of these, 11,556 are service voters.

              The number of polling stations that will be used by voters across the state is 13,750. This number is 16.8 per cent higher than last time.

              To encourage greater constructive participation of women in the electoral process, EC has directed that at least one polling station will be managed exclusively by women in every Assembly constituency. In such stations, all election staff, including security personnel, will be women.

              EC has confirmed that Voter Verifiable Paper Audit Trail (VVPATs) will be used in this election.

              The cap on election expenditure for candidates was revised by the Government of India in a notification dated February 28, 2014. The higher limit of poll expenses for candidates for the assembly elections in National Capital Territory (NCT) of Delhi is Rs 28 lakh. Candidates are required to furnish their accounts of expenditure within 30 days of results being declared.

                  AAP Announces Candidates for All 70 Seats; Kejriwal-New Delhi, Atishi-Kalkaji, Raghav Chadha-Rajinder Nagar Among Big Guns

                  The Aam Aadmi Party on Tuesday announced its candidates for all 70 seats for the February 8 assembly election in Delhi, with party chief and CM Arvind Kejriwal contesting from New Delhi, Atishi will contest from Kalkaji and Raghav Chadha from Rajinder Nagar.

                  The party has given tickets to at least 23 new faces, including Atishi, Dilip Pandey and Raghav Chadha who unsuccessfully contested the 2019 Lok Sabha elections. However, only eight women could make it to AAP's list of candidates — only two more since the 2015 elections. The Kejriwal-led party has dropped 15 MLAs.

                  Atishi will contest from Kalkaji, Raghav Chadha from Rajender Nagar and Dilip Pandey from Timarpur.

                  "The existing MLAs will contest elections on 46 seats. There will be new faces in place of 15 existing MLAs and nine vacant seats. There are eight women among them. In 2015, there were six women," Sisodia said. Sisodia said. Soon after the announcement, Kejriwal tweeted, "Best wishes to all. Don't be complacent. Work v(very) hard. People have lot of faith in AAP and u (You). God bless."

                  This time, the number of OBC candidates has increased from seven in 2015 to eleven, while the number of women candidates has increased from six to eight. Nine seats have gone to old party hands. Among the rest, most new joiners are from the Congress, followed by the BSP. Interestingly, at least eight of the new AAP candidates have deep pockets.

                  Hours after the declaration of candidates, Badarpur MLA ND Sharma said he has resigned from the party and accused it of selling tickets to candidates.

                  Meanwhile, BJP ally Lok Janshakti Party declared it will contest all the 70 seats and released its first list of 15 candidates.

                    ECI Organizes Briefing Meeting Of Observers To Be Deployed For Delhi Legislative Assembly Elections





                    The Election Commission of India organized a briefing meeting for Observers to be deployed for the upcoming Delhi Legislative Assembly elections yesterday. Polling will be held on the 8th of February and the counting will be taken up on the 11th of February of the next month. More than 150 officers attended the briefing. Addressing the Observers, Chief Election Commissioner Sunil Arora asked the officers to follow ECI's guidelines with full sincerity and devotion and adhere to the code of ethics. He advised them to maintain close coordination with officers and to remain accessible at all times. Election Commissioner Ashok Lavasa emphasized the significance of the role of Observers. He advised officers to be proactive to redress complaints and ensure impartiality while discharging their duties.

                    Information technology applications like Enabling Communication in Real-time Environment (ENCORE), is an integrated portal to be used by Election Officers for the overall management of the election process. With the help of this system, candidate nominations, uploading of affidavits, assigning symbol, scrutiny of candidates nominations, counting of votes and result dissemination will be utilized for efficient and faster functioning. Other Apps to facilitate QR Code reading of Photo Voter Slips would also be put in use to ensure free, fair, peaceful, inclusive, accessible, ethical and participative election.

                      RJD In Preparation For Alliance With Congress, Talks On Seat Sharing Continue



                      Discussion is going on for alliance between Congress and Rashtriya Janata Dal (RJD) in Delhi Assembly elections. On Tuesday, this information was given by senior RJD leader and former Bihar Deputy CM Tejashwi Yadav.                         No Office Of Profit In NDMC Membership Of AAP MLA



                        The President has held Aam Aadmi Party MLA Surender Singh not disqualified in a case of the alleged office of profit for being a member of the New Delhi Municipal Council, according to the December 31, 2019 order published by the Election Commission of India on Thursday. Mr Singh, the AAP MLA from Delhi Cantonment Assembly constituency, was found not to holding an office of profit by being a member of the NDMC, according to the ECI’s opinion on September 16, 2019, that President Ram Nath Kovind agreed within his December 31 order. “The Election Commission held that as per Section 4 of the NDMC Act, 1994, there is a statutory mandate to appoint two such MLAs to NDMC who have been elected to the Delhi Legislative Assembly from an Assembly Constituency which falls wholly or partly in the NDMC area. Hence, Shri Suremder Singh, MLA did not incur disqualification,” the ECE's opinion read. The petition, filed by Sanjeev Kumar Rajput on August 13, 2018, and referred by the President to the ECI on November 15, 2019, alleged Mr Singh held an office of profit as he had been allotted a furnished house (Flat 13, Type V, Yashwant Place Market) in Chanakyapuri and an office at the NDMC headquarters, Palika Kendra, the order said. The order cited the ECI’s opinion, which said a bare reading of the NDMC Act showed that it was a statutory mandate to appoint two MLAs whose constituencies fall partly or wholly in the NDMC area as members.

                          BJP Releases List Of 57 Candidates, Kapil Mishra Fielded From Model Town



                          The Bharatiya Janata Party on Friday released the first list of 57 candidates for Delhi Assembly polls. Party’s Delhu unit chief Manoj Tiwari said of 57, 11 are from SC community and four are women. The party has fielded Kapil Mishra from Model Town and Vijendra Gupta from Rohini seat. The names were finalised on Thursday evening during the party’s Central Election Committee meeting. Top party leaders including Prime Minister Narendra Modi, party’s national president Amit Shah, working president JP Nadda, Delhi BJP chief Manoj Tiwari, BJP in-charge of Delhi polls Prakash Javadekar and others held consultations at the BJP headquarters and discussed the names of probable candidates to contest the polls. The election committee of the Delhi BJP last week said that it has shortlisted more than 1,400 names as probable candidates for the 70 Assembly seats. Meanwhile, the process to file nominations for the Delhi Assembly elections 2020 has begun. On Thursday, AAP leader and Delhi’s Deputy CM Manish Sisodia and 11 others filed nominations. Sisodia is seeking reelection from Delhi’s Patparganj constituency.

                            SAD To Stay With Four Seats For Delhi Assembly Elections


                            BJP’s alliance partner Shiromani Akali Dal (SAD) will have to remain content only with four seats for the 70-member Delhi legislative assembly elections to be held on February 8. In the 2013 and 2015 Delhi assembly polls, SAD had contested on four assembly seats — Rajouri Garden, Hari Nagar, Kalkaji and Shahadara. Though the SAD was this time eyeing four more assembly seats — Moti Nagar, Rohtas Nagar, Rajinder Nagar and Tilak Nagar – the BJP on Friday announced its candidates on all these four seats. SAD’s three-member election committee comprising party’s MPs Balwinder Singh Bhunder, Prem Singh Chandumajra and Naresh Gujral held a meeting with Union minister and BJP leader Prakash Javedekar on Friday. “In today’s meeting with Javedekar, it was decided that SAD would contest on four traditional seats. Though, there is a possibility of exchange of one or two seats between the BJP and the SAD,” Chandumajra said.

                              Arvind Kejriwal Files His Nomination For Polls



                              Aam Aadmi Party (AAP) national convener and Delhi chief minister Arvind Kejriwal on Tuesday filed his nomination from New Delhi constituency for the upcoming assembly elections. Tuesday is the last date for filing nominations for the poll which is scheduled to be held on 8 February. Kejriwal, who held a roadshow on Monday, was due to file his nomination after that but postponed his filing due to delays in the event. On Tuesday, he was accompanied by his parents to file his nomination at Jamnagar House in central Delhi. Kejriwal has been a member of the Delhi legislative assembly from New Delhi since the 2013 assembly polls where he won from the seat against former chief minister Sheila Dikshit. This election, while the Bharatiya Janata Party (BJP) is fighting in alliance with the Janata Dal(United) or JD(U)and Lok Janshakti Party (LJP), the Congress is contesting in alliance with Rashtriya Janata Dal (RJD).
