    It is a long and never ending story for me!!!

    As like others in the IT industry, I got an opportunity to work in Gurgaon. It's Close to Delhi, I can spend much of time around and can visit so many places I studied during my school days

    How can I transfer my goods from Chennai to Gurgaon? Searched all the newspapers in Chennai for Packers and Movers. Visited many places. Got suggestions from Friends and Relatives...

    Many P&M executives visited my home and made surveys and offered different rates. I was offered with much varying price, starting from 8k to 40k, and sending in a container or an individually loaded lorry....also by train!!!

    OK... I can choose a better one from the list comparing the cost, quality and their promises.
    For households it's quite OK. Yes, I need to transfer my car to Gurgaon, to drive around and to have a comfortable riding on the roads. Now, I need to get NOC from RTO. Somebody suggested me to contact the agents. Fine, but when I talked to the agent he said, "it won't take much of cost". I prepared to go myself.

    Now the RTO personnel says, it will take one week to cancel the Loan Endorsement (which I just pre-closed) and another one week for getting the NOC for my car. Oh... God!!! I have only 10 full days, and only 7 workdays to get the NOC. Who will do it for me, if it takes more than 10 days????

    I talked to an agent and he promised to get the NOC on the second day but at a hefty cost. But, yes I got it... I got my NOC on the second day as promised by the agent.. How it's only possible for an agent to get done two weeks of works in just two days??? No research needed. I am very very happy....

    Still I have one full week to decide the Packers & Movers to transfer my households and Car. Took some rest and I everything was fine for until the weekend.

    On Saturday we worked with packers and movers to pack all the households without any damages. We started from Chennai on Sunday and reached Delhi airport. Reached the company provided hotel. Oh!! I have to look for a rental house. Got a house with the help of one of my friend. Everything went fine till the next weekend.

    Settled??? We reached our new house to make a good home!!!

    Oh!! I need my households to do house-worming up.... Call the Packers & movers. He says, "Sir, it's on the way.. It will reach you in one or two days...".

    What about the car then? "Sir the container vehicle has got into some problem. It'll reach you soon. Will update you on daily basis.." another person.. OK.. I need to wait for another 2 or 3 days to receive my households. OK If there is any genuine problem, we have to wait for another couple of days.

    One day, two days, three days.... What happened to my households?? I got a contact number in Delhi, who unloads the goods here. Whenever I speak with this person, he never gives the correct or required details. He used to say that the vehicle has not come here and he had not received the Chelan from the Chennai Office.

    Now, it's time for the Chennai executive. I called the fellow in Chennai, at least 15-20 mins per day. No result. I warned them after 15 days of delay. No information about the households.
    Decided to go to Consumer forum... Then on the 18th day I got my households at around 1:30 am. Yes It's late-night..... Thank god!!! I got my households. The people who brought the households demanded for money and said they won't unpack/unload the households. The reason they said was, they got very little money from the Packers and movers. Also instead of container, the goods came in a tar sheet covered open lorry. Everything has to be done by us. What can I do alone? My friend helped me. After paying Rs 500 to the drivers, they came to help us. We four people unloaded the households until 3 O' clock in the morning. Was there any damages in the goods delivered. Yes. my Almerah and Cot got damaged.

    The shocking news that I got from driver was, the goods were laden only 5 days back, and it reached us on the 6th day mid night… That is they loaded the households only 12 days I started from Chennai. Then why the packers and movers person told me that the goods are sent and will reach in 2/3 days?     OK, what happened to my car???? It reached me on the next day, luckily without any problem http://www.indiayellowpagesnet.com/globalpackers. What to do after getting the households and car? Next thing is to pay the road tax for my car, so that I won't face any problem while driving. Not to get into any kind of trouble. It's almost 40 days from the day I got the NOC from Chennai RTO

    Here is the next problem comes in the form of Regional Transport Office. I went to RTO Office in Gurgaon. They simply said that it can't be registered or driven in Gurgaon/Delhi area. Because it comes under the National Capital Region, NCR. But my car was purchased in 1999, EURO 1 model. Why? I bought the car under finance, pre-closed the loan and got NOC from the RTO Chennai. What else they want?? If it can't be registered here, why the fellow in Chennai gave me the NOC?? Gurgaon Official web site http://gurgaon.nic.in/ also there is a blog website on Gurgaon http://www.gurgaonscoop.com

    Rules are made by the government for the people. But, where is the information? I looked into the different web sites.... even before applying for NOC from Chennai. Asked few friends in Delhi/Gurgaon. Nobody told that there could be such rules. They are just common men. But what about the government officials. Should they need to know the laws in the country, at least about the national capital? No information on this found in any of the NIC web sites. NIC http://nic.gov.in/ (National Informatics Center) maintains all the government departments' web sites, including the President's http://presidentofindia.nic.in/, Prime minister's http://pmindia.nic.in/, Parliament http://parlimentofindia.nic.in/... Where is the required information??? Everyday thousands of people are moving from one city to another as job related transfers. Whom I can ask about the missing information? Who is responsible for this???
    I could find only one web site on Regional Transport office, http://rto.kar.nic.in/ (Karnataka's RTO offices)

    OK, I sent my car back to Chennai, where one of my relative will get the NOC cancelled from the RTO... Now, I chose a better transporter who sends the Maruti cars from Gurgaon to Bangalore & Chennai. it reached Chennai on 7 day and the transporter updated me on every alternative day. This could be happened because of my presence here and my relative's presence in Chennai.

    He received the RC and other documents through courier. Now the NOC has to be cancelled to use/sell in Chennai. Since he could not go to RTO directly, he contacted an agent who is still trying to get the NOC cancelled. Since it's almost 3 months from the date of NOC issued, the RTO people are asking for another letter from the Gurgaon RTO.

    In the mean time, since I was not in Gurgaon for few weeks, no progress at all in the NOC Cancellation.

    Still I'm looking for a peace of mind even after 4 months of transfer.

    I'm posting this page for everyone who is shifting from one place to another for the first time.

    Why didn't you just take the river ferry to Delhi?
    Goes thrice a day from Chennai, and far cheaper than road,rail or air.

        Hi Kaushik,

        Things to do:
        1. Enquire the Packers and movers have a genuine branch in your destination. If possible make a call to the people and confirm it.

        2. Get a written statement, somewhere in the bill also, from the packers and movers. This will be an evidence if you want to deal with them legally.

        3. If you're transporting your vehicle, consult the Car transporters. You can find them in Gurgaon, Delhi, Bangalore region. To send a car through these transporters you need to pay only 9k to 10k. Even good packers and movers also send the cars through these people. Normally Maruti sends cars from Gurgaon to many places in India. Also Hundai sends their cars from Chennai to elsewhere.

        4. To get NOC from RTO 1 (Currently registered RTO) you must have Form 28 filled. Should not have any loan on the car. Also you need a Police verification certificate from the Crime branch. Apply to the concerned RTO and get the the NOC and DO VERIFY IT.

        5. If you want to cancel the NOC received from the RTO-1, you have to do it within a month. Otherwise, you need to get a letter from the RTO - 2 (Where you planned to transfer the vehicle), stating that the car is not registered in RTO -2.

        6. NCR - National Capital Region has many rules. This NCR covers, Delhi and almost 200kms surrounding Delhi Region including Gugaon, Noida, Greater Noida, Panipat.. NCR is still growing. They are implementing Bharat III vehicles. So no older vehicle will be registered here. Enquire someone who is in the are to become familier with these rules.
